About the Role: Responsibilities, Skills, and Requirements

Turn Dubai’s Government Services Maze into a Growth Story

Ever tried explaining the difference between Amer, Tasheel, and Tawjeeh to someone who just moved here? If you nodded along, you already know this market runs on trust — and trust is earned by people who genuinely understand it. Jet Horizon LLC is looking for a Business Development Officer who can walk into that world and come back with real partnerships, not just business cards. If you’ve spent the last couple of years inside the UAE’s government services ecosystem, this role was practically built for you.

Who We Are

Jet Horizon LLC is a government services center based in Dubai. We help individuals and companies cut through the paperwork that comes with living and working in the UAE — visas, residencies, Emirates ID, labor contracts, and everything in between. We’re not a giant corporation with twelve layers of approval; we’re a tight team that moves fast, answers each other’s questions across the desk, and celebrates when a client walks out relieved instead of stressed. If you’ve ever wanted your ideas to actually reach the decision-makers, this is that kind of place.

What You’ll Be Doing

  • Hunt down and open new business opportunities — corporate clients, PRO firms, free zone companies, and anyone else drowning in government paperwork.
  • Build genuine relationships with partners and referral sources, not one-off transactions that fizzle out after a month.
  • Pitch our services to companies that need visa processing, residency renewals, MOHRE and GDRFA support, and the full spread of government transactions.
  • Keep a close eye on how Amer, Tasheel, Tawjeeh, ICP, and other service channels evolve — and adjust our approach before the competition even notices.
  • Handle negotiations, prepare proposals, and follow deals through to signature (and beyond, because that’s where loyalty lives).
  • Feed real market intelligence back to the team so we can sharpen our offerings instead of guessing.

What You’ll Bring

Must-Haves:

  • At least two years of hands-on experience in the UAE market — ideally inside a government service center, printing office, or PRO services environment.
  • Solid working knowledge of Amer, Tasheel, Tawjeeh, ICP, GDRFA, and MOHRE services, plus visas and residencies. You should be able to explain these to a client without Googling.
  • A natural knack for sales and relationship-building — you enjoy the chase but you don’t burn bridges to win.
  • Strong communication in English; Arabic is a big plus, and Hindi or Urdu doesn’t hurt either.
  • A valid UAE driving license and comfort moving around Dubai for meetings.

Nice-to-Haves:

  • An existing network of corporate contacts or referral partners in the UAE.
  • Experience preparing B2B proposals or service agreements.
  • Familiarity with CRM tools — or at least the willingness to learn one without groaning.

Not sure you tick every box? We’d still love to hear from you. Skills can be taught; genuine drive and market sense can’t.

Why You’ll Love Working Here

  • Real growth, real credit. Your wins are visible here — no getting buried under a corporate hierarchy.
  • Competitive salary plus commission that actually reflects the business you bring in.
  • A team that has your back. Government services can be chaotic; you won’t be navigating it alone.
  • Central Dubai location with a work environment that respects your time and your ideas.
  • Room to grow — as we expand, so does the scope of this role. Think of it as a career, not a stopgap.

We’re not promising ping-pong tables and nap pods. What we are offering is a place where your knowledge of the UAE’s government services landscape is valued, your hustle is rewarded, and your next big deal could be one conversation away. If that sounds like your kind of challenge, we should talk.

Common Interview Questions and Tips

To help you prepare and feel confident, here are some questions you might encounter during the interview process for this role.

  • Can you walk me through how you'd explain the differences between Amer, Tasheel, and Tawjeeh to a client who's completely new to the UAE? I want to hear how you simplify it without losing the important details.
  • Tell me about a time you turned a cold lead into a long-term corporate client. What did that process look like from first contact to signed agreement?
  • How do you currently keep track of changes across ICP, GDRFA, and MOHRE? Give me an example of a regulatory shift you caught early and how you adjusted your approach because of it.
  • Imagine a free zone company tells you they're already working with a PRO firm. How would you position our services to get your foot in the door without sounding like you're trying to undercut their existing relationship?
  • Describe your experience preparing B2B proposals or service agreements. What goes into a proposal that actually gets signed in this market?
  • What CRM tools have you worked with, and how do you use them to keep deals from slipping through the cracks?
  • Tell me about a deal that fell apart. What happened, and what did you do differently the next time?
  • You're meeting with a potential referral partner who's skeptical about sending clients your way. How do you build that trust, and what does the first few months of that relationship look like?
  • How do you handle a client who's frustrated because a visa or residency renewal is taking longer than expected — especially when the delay is on the government side, not ours?
  • Walk me through how you'd map out a typical week. How much time goes to prospecting, meetings, follow-ups, and admin?
  • What draws you to working in a smaller, tight-knit team rather than a large corporate structure?
  • Arabic is a plus for this role, and so is Hindi or Urdu. How have language skills helped you build relationships in the UAE market?
  • Where do you see the biggest untapped opportunity in

Market-Based Salary Overview and Analysis

For a Business Development Officer role in Dubai’s government services sector with two or more years of UAE experience, similar positions typically offer a base salary of around 6,000–10,000 AED per month, with strong performers at established service centers or PRO firms often landing toward the upper end of that range. Since this role includes commission, your total package could realistically reach 12,000–15,000 AED or more once you factor in deal-based incentives, so don’t be shy about negotiating the base while confirming exactly how commission is calculated. If you bring an existing corporate network or Arabic language skills, you have real leverage — aim for at least 8,000 AED base plus a clearly defined commission structure.
